When reporting an emergency, please provide your name, address, phone number and a brief explanation of the emergency. If sewer is stopped up please contact Public Works PRIOR to calling a plumber, we will let you know if it is a private problem requiring a plumber.

Don't assume your neighbor will make the call for emergencies. The Public Works Department would rather receive multiple reports about a suspected problem than no calls at all.

The Public Works Service Center is located at 401 Sgt. Ed Holcomb Blvd. South, off of FM 2854 & Sgt. Ed Holcomb Blvd.

Department Descriptions

The Public Works Department is the infrastructure maintenance department for the City of Conroe. We maintain all streets, water, sewer, drainage, traffic signals, street signs and markings, water plants, lift stations and wastewater treatment plant for the City.

When major emergencies occur you usually think of the Police and Fire Departments, but Public Works plays a major roll in responding to emergencies providing assistance in major storms like hurricanes, tornadoes, ice storms and floods. Although response to these emergencies may last for hours or even days, the clean up in the aftermath may take weeks to complete.

Public Works Administration

Public Works Administration is the major receiving office for all of the departments under Public Works. All calls and requests for service are received through this office and dispatched to the proper department and a work order is issued and tracked for service. The Public Works Department issues over six thousand work order requests per year.

Traffic Signal Maintenance

All traffic signals within the city limits of Conroe are maintained by Public Works Traffic Signal Maintenance Department. Any issues can be reported to Public Works by phone at 936-522-3885 and via email. When reporting traffic signal issues, please provide the following:

  1. Location of intersection (cross streets, direction of travel, any landmarks or business at intersection)
  2. Complete description of issue including time of day issue occurred, if possible.
Pump & Motor Maintenance

The Pump & Motor Maintenance Department is responsible for maintenance and repairs on all sewer lift stations, water well pumps and all welding/fabrication projects. Our Electricians do all the electrical maintenance for all city owned buildings, water plants, sewer plant, lift stations, parks, and Conroe Tower.

Wastewater Treatment

The Wastewater Treatment Plant personnel are responsible for the operation and maintenance of two wastewater treatment plants. The Southwest treatment facility is located at 2400 Sgt. Ed Holcomb Blvd and is permitted by the Texas Commission on Environmental Quality (T.C.E.Q.) for a maximum flow of twelve million gallons per day (MGD). The current average flow is 5 million gallons per day for the Southwest treatment facility.

The Conroe Central Wastewater Treatment Plant is located at 1890 Ed Kharbat Drive and is permitted by the Texas Commission on Environmental Quality (T.C.E.Q.) for a maximum flow of six million gallons per day (MGD) and will be expanded in the future to twelve million gallons per day. The current average flow is 2.5 million gallons per day for the Conroe Central treatment facility.

The permits are issued by the T.C.E.Q. as part of the Texas Pollutant Discharge Elimination System (TPDES) and are valid for five years.

The Industrial Pretreatment Program is a major provision to our TPDES permit that requires industries to pre-treat their wastewater to near domestic levels prior to discharge to the city.

Water and Sewer Maintenance and Water Production

The Water and Sewer Maintenance Divisions work together at all times, in other words you have water employees working on the same crews with sewer employees. One Superintendent is responsible for maintenance of the water plants, water system, sewer system, etc. One Foreman is responsible for water plants, the second is responsible for the water and sewer system. Water Production maintains all water wells and all water plants seven days a week, 365 days a year.

Street Maintenance

The Street Department performs many activities including street repair, overlays, maintenance on drainage systems, cleaning ditches, street signs, street sweeping, cleaning trash and brush off lots for code enforcement, setting driveway pipe, mowing right of ways, repair sidewalks and curbs, painting road stripes/buttons, reporting streetlight repairs to Entergy and banners on downtown poles. They also have the duty to set up barricades for high water, parades, catfish festival, etc.

Drainage Maintenance

The Drainage Maintenance Department main duty is the maintenance of all drainage channels. Maintenance consists of maintaining drainage channels, clearing of trees and brush, dig and slope new drainage channels, pour concrete slopes, install box culverts or pipe, place rip-rap rock on slopes, set or build inlet boxes, dig detention ponds, etc.
